Is the Northern Powerhouse Rail Project Finally Back on Track?
After years of delays and uncertainty, the long-awaited Northern Powerhouse Rail (NPR) project is set to receive a significant boost with a £45 billion funding commitment from the government. This ambitious rail network aims to transform travel and economic opportunities across the North of England, connecting major cities and towns like Liverpool, Manchester, Warrington, Leeds, Bradford, Sheffield, York, Newcastle, Darlington, Durham, Hull, and Chester.
The NPR project will include a new high-speed rail route between Liverpool and Manchester, passing through Manchester Airport and Warrington, with a proposed low-level station at Warrington Bank Quay. This route will enable faster and more frequent services, with four to six trains per hour stopping at Bank Quay. The government will also explore the feasibility of an underground station at Manchester Piccadilly, enhancing connectivity and accessibility.
The project will build upon the ongoing Transpennine Route Upgrade, focusing on improved rail connections between Sheffield and Leeds, Leeds and York, and Leeds and Bradford. In parallel, development work will progress on reopening the Leamside Line in the North East, aiming to restore rail services to parts of County Durham for the first time in decades.
NPR is expected to support significant construction activity across the region, including civil engineering, rail systems, stations, and associated infrastructure. It will generate skilled employment in planning, design, and construction, with complementary investment in training facilities through further education colleges.
The government has also restated its long-term intention to develop a new rail line between Birmingham and Manchester, to be delivered after NPR and subject to further design and assessment. This proposal is separate from HS2 and is at an early stage of consideration.
However, the NPR project has faced criticism and delays since its initial proposal in 2014 under the 'High Speed 3' title. The scheme has encountered numerous bumps in the road, including the cancellation of HS2 between Birmingham and Manchester, which removed infrastructure that NPR was expected to share. This has turned the project into a constant source of frustration for Northern commuters, who have experienced poor connectivity and unreliable rail links for too long.
The reaction from local leaders and mayors has been positive, with promises of economic growth and improved travel. Andy Burnham, Mayor of Greater Manchester, emphasizes the need for investment in rail infrastructure to support the region's growth. Steve Rotheram, Mayor of the Liverpool City Region, highlights the historical significance of the project, referencing the world's first passenger railway between Liverpool and Manchester.
Tracy Brabin, Mayor of West Yorkshire, welcomes the government's commitment to investing in connecting towns and cities, including plans for Bradford station and capacity upgrades in and out of Leeds. Oliver Coppard, Mayor of South Yorkshire, emphasizes the project's focus on building a transport system that matches the region's ambitions. Kim McGuinness, Mayor of the North East, highlights the importance of major investment in transport to ensure NPR services reach Newcastle via Darlington and Durham.
David Skaith, Mayor of York and North Yorkshire, praises the £45 billion commitment as a strong endorsement of the vision set out in the White Rose Plan for Rail. Prime Minister Keir Starmer expresses his support, recalling his time as a university student in Leeds and emphasizing the need for reliable commutes and secure jobs in Northern communities.
